A special meeting of the Board was held on Saturday, April 20, 2013 at the office of Board President Bruce Wilson. Present in person or by telephone conference were: President Bruce Wilson; Secretary Debbie Director; Treasurer Donnee Ramelli; Vice President, Paul Salditt; Board member Mary Haverback; and staff member Phyllis Donovan.
President Bruce Wilson reported that the beach scraping has been postponed due to the flat condition of the beach. The beach will be reevaluated in the fall. Replacement of the sand fencing should be completed within a week.
The pool house construction is progressing well and is expected to be completed by Memorial Day weekend. Bruce Wilson reported that the color selection has been made and it will be slightly lighter than the other buildings. There were reported cost savings on the lighting fixtures, but additional costs incurred for ventilation. Architect Rob Miller will be assisting with the search for a clock to be mounted on the outside of the building facing east/northeast. The clock will be between 2 ½’ to 3’ in diameter, and taken down and stored at the end of each season.
The deed to combine the Bath & Tennis lot with the Common area parking lot will be completed by the end of the month, when President Wilson and Secretary Director sign the new deed.
Rob Whitford of Precision Marine has reported to President Wilson that the dredging material is not drying as fast as desired. Several weeks of dry hot weather will be needed for the spoils to be dry enough for removal before June. Currently the center of the bags is too liquid to be transported. Delaware law prohibits the transport of liquid material by dump truck. Vice President Paul Salditt will email the President of the Villas West to explain the situation. The Board decided that if the material cannot be removed before summer, a construction fence with signage to “keep out” will be installed. After the middle of June, when the schools are recessed for the summer and North Shores summer population have arrived, the Board is concerned about having multiple dump trucks operating in the neighborhood to haul the spoils away. Further consideration would have to be given to traffic planning to permit removal during that period.
Vice President Paul Salditt, head of the Architectural Review Committee, reported on construction plans for 18 Ocean Drive. Although the house meets the covenant requirements, the drainage along the 10’ side yard setback needs to be detailed to the committee. Due to the ongoing drainage problems along Ocean Drive, they will be required to submit a drainage plan that includes a french drain system.
Paul also reported on the landscape plans submitted for 23 Robbins Lane. The existing driveway can be grandfathered, and the shrubbery at the corner of Robins Lane and Anchor Road will be trimmed or removed to improve visibility. The plan includes a basketball hoop, which is allowed under the covenants. Neighbors will contact the owners regarding the dog run originally proposed to be included in the plan.
