Meeting Notice – Saturday, May 26, 2018
Meeting Summary:
A meeting of the Board was held on Saturday, May 26, 2018, in the Swan Ballroom, Atlantic Sands Hotel, 101 N. Boardwalk, Rehoboth Beach, Delaware following the Annual Meeting for North Shores property owners. Notice of the meeting was announced and posted on the North Shores website. The meeting was called to order at 11:45 a.m. and a quorum was declared. Present at the meeting were board members Bruce Wilson, Debbie Director, Paul Salditt, Helen Hoart, and Louisa Hollman.
Review and ratification of the votes taken by email was the first item of business on the Agenda. Votes taken by email since March 26, 2018 were reviewed by the directors. President Wilson moved to approve the email votes and they were approved unanimously.

The next item of business was the appointment of officers of the corporation and board assignments. After a brief discussion, a motion was made and unanimously approved, to reappoint the directors in their current board positions as follows:
Bruce Wilson, President
Debbie Director, Secretary
Helen Hoart, Treasurer
Review and discussion of the construction application process was the next item of business. President Wilson explained to the Board that earlier in the year the North Shores construction application was changed to include a requirement for preliminary grading and drainage that includes identification of North Shores drainage system in the drawings. Plans must also indicate on the drawings all information needed to verify compliance with the North Shores covenants or the plans will be considered incomplete. President Wilson continued to explain to the Board the role of the office in managing the timelines of applications as well as determining if a submitted application is complete. The office issues a letter to the homeowner indicating the date the application has met all items to be considered compete, and then is thereafter responsible for managing the application through the 30-day review period.
President Wilson then reviewed a list of items brought to the Board’s attention at the Annual Meeting. Homeowners living along Harbor Road in the vicinity of 20 Harbor to approximately 16 Harbor reported drainage issues that included ponding on the roadway and slow drainage to the North Shores drainage system outfall. President Wilson indicated he would discuss the matter with North Shores Property Manager Steve Houston.
The Board was also made aware of the growing presence of drones during the summer months that may require the development of a policy for their use that would include privacy and nuisance provisions. President Wilson will assign the policy development to the Board’s attorney.
Several Villas West homeowners commented on the location of the current storage shed used by the beach and pool staff, indicating alternate locations should be considered for a replacement structure. The Board discussed the future use and expanded capacity that will need to be considered in the plan development of a replacement structure. Preliminary discussion included the current location, equipment storage, vehicle and beach equipment transport to and from the beach, and the associated safety concerns. Also considered was the future use and value of the property if the new storage facility were to be located in a different area from its current location. The board discussed engaging a site planning firm for assistance in the planning process.
Extending the pool hours into September was also something a few homeowners expressed interest in. The Board discussed the availability of staff to lifeguard and operate the pool for an additional month after Labor Day.
