Meeting Notice — February 10, 2021
WEB SUMMARY
A regular meeting of the Board was held on Thursday, February 10, 2021. Notice of the meeting was announced and posted on the North Shores website. The meeting was called to order and a quorum was declared. Attending the meeting by teleconference, in compliance with the Delaware State of Emergency, were: President Bruce Wilson, Secretary Debbie Director, Treasurer Helen Hoart, Vice President Louisa Hollman and Assistant Secretary Evan Thalenberg. Also joining the meeting were Community Executive, James Allen and Beach Club Manager, Captain Kent Buckson.
The first item on the Agenda was the review and ratification of votes taken by email taken since January 24, 2021. A complete list of votes was included in the meeting Agenda and reviewed by the directors. President Wilson asked the Board if there were any questions or comments. There were no questions and Mr. Wilson moved to ratify the votes taken by email, the motion was seconded and approved by all.

- 7 Farview Road Construction Application (major) – Approved
- 3 S. Rodney Construction Application (minor) – Approved
- Occupancy Waiver 28 Farview and 11 Farview – Approved
Prior to the meeting, a construction application for 27 Holly Road was circulated to the Board. The Board determined the application involved extensive repairs to the home rather than construction. The Board recommended no further neighbor alert was needed and the proposed repairs did not require board approval.
The next item on the agenda was the proposed Nussbaum Sub-division request, the proposal involving the adjacent properties owned by the Nussbaum family at 37 and 39 Holly Road. The subdivision consent from the Board is necessary to permit a second home to be built at 39 Holly Road. President Wilson reported that all the conditions proposed by the Board, in the October 8, 2020 meeting, had been agreed to by William and Andrew Nussbaum. The signed agreement document, formalizing the conditions, had been received by North Shores attorney Bob Valihura. Before formally approving the sub-division request, President Wilson solicited the opinions on the matter, from all board members. After an in-depth discussion, the motion was approved by a vote of 3 in favor 2 against.
President Wilson informed the Board the Chancery Court mediation hearing on the fence at Ocean Drive was now scheduled to take place on February 26, 2021. Mr. Wilson will set-up a call for the Board to participate in the mediation decision, time of the call to be determined. The Board discussed settlement option scenarios.
The Annual Meeting of North Shores shareholders was the next item on the agenda. President Wilson advised that meeting would likely be held by audio-teleconference again for 2021, in compliance with the State of Delaware State of Emergency COVID-19 restrictions.
President Wilson advised the Board that some minor changes in the security perimeter, associated with President Biden, would take place before the summer season.
Community Executive, James Allen, welcomed Beach Club Manager, Captain Buckson to the meeting. Mr. Buckson addressed the Board commenting that he was excited to be joining the North Shores community. He reported that he was developing a roster for the lifeguard staff and recruiting was going well for the upcoming season. He also reported that the lifeguard logo and the graphic design for the uniforms was almost complete. The development of a junior lifeguard program is also being planned for the season this year. The program would teach children confidence, teamwork and safety. There would be a charge to cover uniform expenses. Captain Buckson requested the Board approve the purchase of two beach wheelchairs to assist beach visitors. The Board endorsed the purchase.
The current state of emergency for COVID-19 would dictate that many beach and pool operations would be similar to the 2020 season based on CDC guidance for social distancing and disinfection. A discussion about the possibility of allowing beach chair rentals for the 2021 season concluded with re-evaluating the matter in the spring, if the Governor relaxed the emergency order. Treasurer Helen Hoart informed the Board that the loss of rental income from chair rentals during the 2020 season contributed to a budget deficit for the year. Rental income from beach chairs will be removed from the 2021 draft budget. She stated an increase in dues may be necessary to balance the budget. The new North Shores playground will remain closed until the emergency order is changed in a manner that would permit opening of the playground (likely not until the summer season).
Community Executive James Allen, reported that he had been working with Vice-President Louisa Hollman to develop the food truck schedule for the summer season. [Both Mr. Allen and Ms. Hollman reported that a number of the community’s prior food truck vendors have not restarted their operations due to COVID concerns. The Board agreed that the ice cream truck was very successful in 2020 and should be scheduled again. Mrs. Hollman reported she was planning to add additional North Shore logo items for purchase at the pool office again this year. Mr. Allen plans to research additional vendors.
