Meeting – 04/13/14
A special meeting of the Board was held on Sunday, April 13, 2014 at the office of Board President Bruce Wilson. Present in person and by teleconference were: President Bruce Wilson; Secretary Debbie Director; Treasurer Donnee Ramelli; ARC Head Paul Salditt; and Vice President Mary Haverback.
President Bruce Wilson reported on the most recent discussions with homeowner Glen Urquhart and architect Michael Sing on the proposed construction at 16 Cardinals Lane. Discussions involved possible modifications to the proposed plans because of the close proximity of some design elements to the property line. Bruce reported that the discussions encouraged the use of a screening material such as lattice around the base of the widows walk; around the exterior staircase; and a recommendation to incorporate the exterior stairway into the second story of the garage. A drawing showing these modifications was requested for the immediate neighbors to review. Discussions with the immediate neighbors indicate they are willing to support a variance for the proposed structure eliminating the need to move it closer to Cardinals Lane to meet the setback requirements, provided design modifications are acceptable. Current plans show the western edge of the garage does not meet North Shores setback requirements, but that moving the structure closer to the street the footprint would meet the setback requirements, negatively affecting the adjacent neighbors.
The Board then moved to a discussion of the proposed plans and concerns about whether the proposed garage plan could be said to meet the vertical façade and eves provisions in Architectural Requirements paragraph 3(f). The discussion concluded with all members agreeing that Bruce Wilson will present the new drawings showing the changes to the homeowners involved. If the proposed changes are accepted, a variance will be issued by North Shores to allow a small encroachment of the proposed structure on the western setback line and the application will be approved. If the neighbors do not approve the modifications, North Shores will deny the construction application and a new application will be required. Secretary Debbie Director confirmed that timelines for the required 30 day processing of the application would allow for further discussion between parties.
