Call to order & Quorum
President Margot Anderson called the meeting to order at 10am. She introduced the Board Members present: Paul Salditt, Vice President, Joan Churchill Secretary/Treasurer, and Carl Schwarz. She announced that Board Member Daniel Ramelli was unable to attend. She introduced staff member Phyllis Donovan. Ms. Donovan announced that a quorum of the homeowners was established. [There were 61 properties represented in person and 76 by proxy.]
Minutes – Joan Churchill, Secretary/Treasurer
The 2008 Minutes having been previously distributed by mail to all homeowners, a reading was dispensed with. Nancy Blaine moved the minutes be approved; her motion was seconded. The minutes were approved.
REPORTS:
PRESIDENT`S REPORT – Margot Anderson, President
President Anderson referenced her written report, which was distributed with the Annual mailing in April. She reported it had been a busy year for the Board. The bulkhead was replaced, after a determination that it was failing, and a second opinion received from a structural engineer. There are now 30 floating docks.
She announced that Maureen Brown will service as Manager of North Shores on a year round, part time, basis, working 1 day a week in the off season.
SECURITY – Lee Stewart, Chief Patrol Officer
Lee Stewart, Security Supervisor, urged making sure that tenants know the rules, so the appearance of the community can be maintained. He encouraged everyone to make security the first call for their alarm systems, to avoid fines for false alarms. He urged making sure that vehicles on the common property have parking permits, as they can be towed after warning tickets. Additional permits are available at the pool office. Permits are necessary year round. In response to an inquiry from Bonnie May about mopeds, it was announced that mopeds should not be parked in bike racks, and that owners can request owner parking stickers for them. Security will monitor to what extent mopeds are parked on common property.
BATH & TENNIS CLUB – Maureen Brown, Manager
Staff: Most of the staff returned from last year.
Pool: The pool is ready and open. The pool schedule is:
10am-5pm till June 19.
10am-6pm the rest of the season.
The pool will close today at 4pm to allow set up for the pool party.
There is no swimming instructor available yet this year, though hopefully one will be located. Some of the guards are available for babysitting.
The pool will be heated for a while on weekends for the first few weeks of the season.
Beach:
Life guards will be stationed on the beach from 10am-5pm.
As Labor Day will be late this year, staff shortages at the end of the season are anticipated.
Equipment rentals:
The Card system for umbrellas worked wonderfully last year, so will be continued. It is a one card system, with the ID cards retained by staff. The computer is presently set to allow set up confirmations for the next 4 weeks. There are 3 ways to notify the office about when set up is desired.
The preferred way is to access the data base directly and input the dates on the web site: www.northshores.org. The web page is: www.northshores.org/confirm/confirm.asp. Alternatively, it is possible to email or phone the office. The email address is: nsbp@verizon.net. The pool office phone # is: 302-227-0959.
Anyone who wants their umbrella moved should request staff to move it. No one should move umbrellas themselves. The umbrellas are placed in regard to the tides expected for the day.
An extra supply of beach chairs was purchased for this year. A lot of breakage last year resulted in a shortage of chairs at the end of last season. Everyone was asked to be careful with the chairs to reduce breakage.
In response to a request for a choice of higher chairs, not just sand chairs, it was explained that storage limitations preclude a different style of chairs.
Tennis:
Tennis courts can be reserved 1 day in advance. Owners can reserve by phone. The fee is still only $3/hour.
TREASURER`S REPORT – Joan Churchill, Secretary/Treasurer
Almost half of the annual assessments have been received already. The budget this year contemplates using some reserves.
STATUS OF LAW SUIT – Carl Schwarz
Carl Schwarz reported on the status of the lawsuit filed against the Board of Governors last July by owners of 3 beachfront properties. The Board hired Peter Ladig of the Wilmington law firm of Bayard, PA for the defense, who filed a motion to dismiss. Oral argument on the motion was heard on May 4, 2009 before the Master of the Court of Chancery, who took the matter under advisement.
ARCHITECTURAL REVIEW – Paul Salditt, Vice President & Head of Architectural Review
Paul Salditt reported that the Architectural Covenants are working well. There have been 3 recent approvals, and 1 house is under construction.
In response to a resident who stated that he noticed a concrete driveway put down, in violation of the requirement for permeable drive ways, President Anderson requested the community to notify the Board when they see what appear to be violations of the covenants, as reports from members of the community are a main source of Board information about them.
BEAUTIFICATION COMMITTEE – Pat Stallings, Chair
Pat Stallings reported that the 6 member committee recommended last fall`s plantings of 15 crape myrtles and ornamental grasses which were planted on the marina park. In response to a resident who complained that she fears her view of the marina will be blocked by a crape myrtle tree, President Anderson responded that an idea for the future would be to notify nearby residents of planned plantings. Thanks were expressed for the grass planting on behalf of Villas West. The Committee is willing to plan additional projects, depending on available funding.
BEACH & ROADS COMMITTEE – Dan Anderson, Chair
Dan Anderson indicated that he would like a couple people to join him on the committee. The function of the committee will be to keep an eye on the beach and on maintenance of the roads. A resident suggested a pedestrian warning sign on Ocean Drive.
DEATHS
President Anderson reported deaths this year of the following owners: Danielle Grossman, Maurice Hartnett, Joyce Sergeant, Martha Jane Murphy.
OLD BUSINESS – None
NEW BUSINESS – Community
The Community expressed appreciation for the nice work on the marina, with a round of applause.
A report was announced on behalf of Villas West with suggestions regarding future assessments.
It was reported that the parking lines of the side Villas need re striping.
Protruding nails were reported on the walkways and steps leading to the beach.
It was reported that special beach wheel chairs can be rented from Grand Rental for persons unable to walk to the beach.
Warnings about deer ticks and suggestions re how to avoid Lyme disease were shared.
In response to a suggestion about community wireless, it was announced that the topic was on the Agenda for the Annual Meeting that afternoon of the condo association.
ELECTION OF BOARD MEMBER
It was announced that there was 1 seat on the Board to be elected. The seat involved the expiring seat held by Joan Churchill. Carl Coan moved for the unanimous election of Joan Churchill to another term on the Board. The Motion was seconded and passed.
PARTY
President Anderson reminded everyone of the Annual Pool Party, and invited all to attend.
